Observers divided on risk of higher speed limit in Kentucky:
""The spokesman for a highway safety group worries about greater risk on Kentucky roads if the speed limit is raised to 70 mph, but proponents say other safety features will prevent the death toll from rising.

Gov. Ernie Fletcher said last Monday in his State of the Commonwealth speech that he planned to propose a speed limit increase on "appropriate" roads.

But Russ Rader, spokesman for the Insurance Institute for Highway Safety, a research organization funded by automobile insurance companies, said that's not a good idea.

"The research is clear that raising speed limits costs lives," Rader said. "People need to weigh the benefits of getting places faster versus the fact that more people will die in crashes."

In 1973, the last full year that Kentucky motorists could legally drive 70 mph on major roads, 1,117 people, a record number, were killed in traffic accidents in the state, Kentucky State Police said.

Kentucky's maximum speed limit dropped to 55 mph in March 1974. The number of traffic fatalities in Kentucky dropped that year, too, to 795.

Kentucky had 976 highway fatalities last year, according to the state police Web site.

Proponents of higher speed limits say that today's vehicles are better built and have more safety features, such as seat belts and air bags, and that roads are safer than they used to be.

"I don't think there's going to be any significant impact on safety with these increased speed limits," said Jerry Pigman, manager of the traffic and safety section of the University of Kentucky Transportation Center.

After studying highway speeds in Kentucky in 1997, the UK Transportation Center recommended that speed limits be raised to 70 mph for cars and 65 mph for trucks on rural interstate highways.

Pigman said that the crash rate on interstates and parkways is one-fourth or one-fifth of what it is on rural, two-lane roads. Increasing the speed limits on interstates and parkways would be "increasing speeds on the safest roads we have," he said. He said he hasn't seen any convincing statistics that show that raising a speed limit from 65 to 70 mph is a significant safety concern.

Fletcher also said in his address that it was time that Kentucky had a primary seat-belt law. Such a law would mean that motorists could be ticketed for not wearing seat belts even if they had committed no other violations.

He said proposals for an increased speed limit and a primary seat-belt law probably would be coupled when they are put before lawmakers.

Kentucky stands to receive more than $11 million in federal dollars if it adopts a primary seat-belt law.

"AAA definitely feels that the time has come for a primary seat-belt law in Kentucky. It's going to definitely help save lives and help save money," said Ann Belcher, spokeswoman for AAA Blue Grass/Kentucky.

As for raising the speed limit, she said it was important that officials look at prevailing speeds, check accident and traffic engineering reports, and look at road characteristics before deciding to increase the limit on a particular highway.

"On some roads it's realistic to have 70-mph speed limits, just as long as they buckle up and they're using safe following distances," Belcher said.

A friend and fellow blogger recently had to purchase auto insurance. Previously, he had been a listed driver on his parent's auto policy. He asked me to explain my understanding of the term "minimum limits". I explained to my friend that in Kentucky the minimum limits are the following
$25,000 per person for Bodily Injury and $50,000 per occurrence for bodily injury and $10,000 for property damage liability. If he is involved in an auto accident and is at fault the insurance company may have to pay up to the following:
If there were severe injuries in the other car and for example both occupants were seriously injured, then the insurance company may face the exposure of paying up to $25,000 per person in the other vehicle with a maximum of $50,000(for injuries only) for this one accident. The driver of the other car who was not at fault may able to collect up to $10,000 for property damage depending on the severity of damage and cost of repair. My friend was glad to know that when he purchased his auto policy he would receive a premium based on a credit for proof of prior insurance for the past 6 months. Since he was a listed driver on his parents policy and the policy had been in forcer for 6 mos, he was able to secure a lower premium. Many companies may increase the premium if you have not had auto coverage for the past 6 months. The Watts Team is always available to answer insurance related questions. FBI: 90% of Organizations Face Computer Attack; 64% Incur Financial Loss

The FBI reports that 9 out of 10 organizations in the country are victims of some sort of computer security incident, and one-fifth are hit more than 20 times a year.

Almost two-thirds suffer financial loss as a result of the cyber incidents.

The 2005 FBI Computer Crime Survey is based on responses from a cross-section of more than 2,000 public and private organizations. Among its findings:

Frequency of attacks. Nearly nine out of 10 organizations experienced computer security incidents in a year's time; 20% of them indicated they had experienced 20 or more attacks.

Types of attacks. Viruses (83.7%) and spyware (79.5%) headed the list. More than one in five organizations said they experienced port scans and network or data sabotage.

Financial impact. Over 64% of the respondents incurred a loss. Viruses and worms cost the most, accounting for $12 million of the $32 million in total losses.

Sources of the attacks. They came from 36 different countries. The U.S. (26.1%) and China (23.9%) were the source of over half of the intrusion attempts, though masking technologies make it difficult to get an accurate reading.

Defenses. Most said they installed new security updates and software following incidents, but advanced security techniques such as biometrics (4%) and smart cards (7%) were used infrequently. In addition, 44% reported intrusions from within their own organizations, suggesting the need for strong internal controls.

Reporting. Just 9% said they reported incidents to law enforcement, believing the infractions were not illegal or that there was little law enforcement could or would do. Of those reporting, however, 91% were satisfied with law enforcement's response. And 81% said they'd report future incidents to the FBI or other law enforcement agencies. Many also said they were unaware of InfraGard, a joint FBI/private sector initiative that battles computer crimes and other threats through information sharing.

Bruce Verduyn, a special agent in Houston's Cyber Squad, which administered the survey, said that this new survey differs from the annual CSI/FBI Computer Crime and Security Survey conducted by the Computer Security Institute and the FBI. "We surveyed about three times as many organizations and focused more on new technologies, where attacks originated, and how organizations responded," he said.

Agent Verduyn believes the survey is a clear sign of the urgent need for vigilance against both internal and external cyber assaults.

Frank Abagnale, security consultant and subject of the movie "Catch Me If You Can," echoed those comments, saying: "Every company, both large and small, should study this survey and use the data as the basis for making changes. Those who ignore it do so at their peril."

The result of making or taking calls is inattentive driving, which a recent pilot study by the U.S. Department of Transportation showed is responsible for 38 percent of accidents. Another study showed it to be the cause of 6.4 percent of crash fatalities.

By December 2005, more than 200 million U.S. residents owned cell phones, and use in the car is rising, most quickly among women and young drivers. Motorists are most distracted by dialing the phone, becoming engrossed in a conversation, or taking notes while talking.

An Insurance Institute for Highway Safety study showed that cell phone-chatting drivers are four times as likely to get in a crash serious enough to injure themselves. A University of Utah study found motorists talking on hands-free phones were 18 percent slower in braking, and were less likely to recall seeing billboards, pedestrians or roadside features.

A Japanese study recently revealed one cause of cell phone distraction: While in motion, the phone needs to switch base stations to keep the connection, which causes microscopic gaps in reception. This causes the user to concentrate harder -- and take his mind off his driving.

What can you do? The simplest step is to not use a cell phone while driving. Pull over if you receive a call. Plan your trip so phone use is not necessary.

Since insurance is a "spread-the-risk" proposition, you can do more. Support laws and regulations that make driving safer for everyone, including restrictions or a ban on cell phone use if studies show it to be an unacceptable risk of the road.

A kit makes trunks in older cars safer

trunk release ad Beginning in the 2002 model year, all cars began coming with a glow-in-the-dark release handle inside the trunk that allows people to escape from locked trunks. But many cars manufactured before that year still represent a risk.

Every year, some 10 to 20 people die trapped in a car trunk, estimates Janette Fennell, founder and president of Kids And Cars, a national nonprofit organization dedicated to reducing injury and death to children in or around motor vehicles. While many victims are kids playing hide-and-seek, many more are adults put in trunks in the course of a crime, says Fennell.

Now that interior release handles are mandatory, most of these incidents now happen in older cars, which aren't equipped with release handles. Only a few models, such as the Ford Taurus, had the handles before they were required.

Some automakers offered kits to retrofit earlier-model vehicles with interior trunk handles, but those kits are no longer available. To fill the gap, Kids And Cars (www.kidsandcars.org) sells a retrofit kit called the Quick-Out Emergency Trunk Release for $7.50.

We tested the Quick-Out kit on a 1990 Mazda Miata and a 1989 Ford Mustang. The kit was easy to install using common tools. One of our smaller staff members locked in the trunk was able to free himself easily. The handle glows in the dark making it easy to find, and the force required to pull the trunk release was easy for an adult.

If you are buying a car older than 2002, check to see if it's equipped with an interior trunk-release handle. If not, we recommend installing the Quick-Out Emergency Trunk Release.

Head restraints in several sport utility vehicles and pickup trucks poorly protected test dummies from neck injuries in a simulated rear crash at 20 mph, the insurance industry reported Sunday.
Only six of the 44 SUVs but not one of the 15 pickups tested earned top scores for their seat and head restraints.
Automakers said their vehicles are safe and meet federal standards. Some took issue with the test, contending that variations in the crash could produce different ratings for the same vehicle.
"Manufacturer advertising often emphasizes the rugged image of SUVs and pickups," said Adrian Lund, president of the Insurance Institute for Highway Safety, an industry-funded group.
"However, the institute's evaluations show seats and head restraints in many models wouldn't do a good job of protecting most people in typical rear impact in everyday commuter traffic," Lund said.
SUVs from the 2006 model year rating poorly were the Acura MDX; BMW X3 and X5; Buick Rainier; Chevrolet TrailBlazer; GMC Envoy; Isuzu Ascender; Chrysler Pacifica; Ford Explorer; Mercury Mountaineer; Honda CR-V; Honda Element; Hyundai Santa Fe; Hyundai Tucson; Jeep Liberty; Kia Sorento; Kia Sportage; Lexus GX 470; Lexus RX 330; Nissan Xterra; Cadillac SRX; Jeep Wrangler; Mitsubishi Endeavor; Mitsubishi Montero; Suzuki Grand Vitara XL-7; Toyota 4Runner; and certain models of the Toyota Highlander.

home security checklist

1. Turn the telphone and answering machine volume down when you go out so burglars cannot hear that no one is at home.
2. Do Not leave notes for family or friends outside your home
3. Do not leave tools or ladders lying arouknd your yard since impulse burlgars can use them to gain access to your home
4. Install sensor lights at all outside entrances
5. Remove any shrubs or trees next to your home that could hide a potential burglar from sight.
6. Install a monitored security system, and make sure all members of your household know how to use it.
7. Intall deadbolt locks on your outside doors and make sure all door hinges are on the inside.
8. Lock garage doors and sliding glass doors every night and whenever you are away from home.
9. Do not hide keys outside your home.
10. Videotape, photograph and keep a written register of all valuable and their serial number.
